The top thin row carries secondary actions — not main navigation. It is desktop-only (hidden on mobile) and uses progressive disclosure based on viewport width.
Utility bar contents (ordered)
- Partner with us
- Visible ≥768px (`hidden md:inline`). Routes to `/:lang/partnerships`. Commercial partnership entry.
- Submit Startup
- Visible ≥1024px (`hidden lg:inline`). Routes to `/:lang/submit/startup`. Founder-driven showcase submission.
- Submit Opportunity
- Visible ≥1024px. Routes to `/:lang/submit/opportunity`. Organizer-driven opportunity submission.
- Search
- Always visible. Icon-only on mobile, "Search" label ≥640px. Opens global search overlay (Phase 2).
- Language dropdown
- Globe icon + current locale label. Dropdown shows: العربية, English, Français# (disabled with "Soon" badge).
What is NOT in the utility bar
- Sign In — moved out of the global header. Authentication entry now lives in Founder Profile flow only.
- Main nav items (Home, Editorial, Showcase, etc) — those are the main nav row, not utility.
- Module subscribe / digest CTAs — those belong to module surfaces, not global chrome.
