Visible ≥1024px. Routes to `/:lang/submit/opportunity`. Organizer-driven opportunity submission.

Always visible. Icon-only on mobile, "Search" label ≥640px. Opens global search overlay (Phase 2).

Globe icon + current locale label. Dropdown shows: العربية, English, Français# (disabled with "Soon" badge).

What is NOT in the utility bar

• Sign In — moved out of the global header. Authentication entry now lives in Founder Profile flow only.
• Main nav items (Home, Editorial, Showcase, etc) — those are the main nav row, not utility.
• Module subscribe / digest CTAs — those belong to module surfaces, not global chrome.
